Functional and inclusive democracies

The IIHR believes that the full exercise of rights in the context of functional and inclusive democracies requires not only periodic elections but also that the democracies are legitimate both in origin and in exercise. This means respect for the sectors and the communities historically excluded, full compliance with the Rule of Law, an effective separation of powers with checks and balance and the existence and proper functioning of governmental mechanisms and monitoring bodies.
