Inauguration of first Inter-American Diploma Course on “The Human Right to Privacy and Protection of Personal Data”

Classes began on July 5, 2021 for the more than 30 participants from throughout Latin America, who are virtually attending the first Inter-American Diploma Course on the Human Right to Privacy and the Protection of Personal Data.

The goal of the Course is that the participants acquire an understanding of the main aspects of the protection of personal data under the domestic and international norms from a human rights perspective.  

The Course has four modules:

I. The protection of personal data under international and comparative law. International standards for the protection of the relevant human rights. 

II. The concept of what is private and what is public: historic evolution and actual content. Human rights and personal data. 

III. New technologies and the protection of personal data: big data, artificial intelligence, blockchain. 

IV. Security of the personal data bases and the treatment of personal data: technological aspects. 

Professor Eduardo Bertoni is the Director of the Course and the classes are being taught by the following distinguished experts in the field:

  • Mónica Vilasau Solana, Director of post-graduate studies in data protection at the Universitat Oberta de Catalunya.
  • Edison Lanza, former Rapporteur on Freedom of Expression of the Inter-American Commission on Human Rights. 
  • Sofía Domínguez Barandica Peaguda, Senior Data Protection Consultant of Evalian, a consulting company on data protection and information security in the United Kingdom.
  • Juan Agustín Otero, Data Privacy Advisor at Mercado Libre.
  • María Paz Canales, Executive Director of Derechos Digitales.
  • Jamila Venturini, Regional Coordinator of Derechos Digitales,
  • Juan Carlos Lara, Director of Research and Public Policy at Derechos Digitales.
  • Patricio Velasco, Researcher at Derechos Digitales.
  • Santiago Mora, Director and Docent of programs on “Fintech Law” and “Criptoactivos” at the Universities of San Andrés, Torcuato Di Tella and Buenos Aires (UBA).
  • José Alejandro Bermúdez, former Superintendent Delegate for the Protection of Personal Data of the Superintendencia de Industria y Comercio (SIC) of Colombia.
  • Mauricio Papaleo Mayada, Director of the Area of Information Security at the Agencia de Gobierno Electrónico and Sociedad de la Información and Conocimiento (AGESIC) of Uruguay.

The Course was formally inaugurated on June 28 by the IIHR Executive Director, José Thompson; Jorge Padilla, Coordinator of the IIHR Area of Education, and Eduardo Bertoni, Alternate Representative and Coordinator of the IIHR Regional Office for South America with headquarters in Montevideo, who explained the general aspects of the six-week Course, which is being held on the platform of the Inter-American Virtual Classroom.
