UNIORE mission observes elections in Mexico

Mexico City. A mission of the Inter-American Union of Electoral Bodies (UNIORE), headed by Román Jáquez Liranzo, President of the Central Electoral Board of the Dominican Republic, observed the elections of June 6, 2021 in Mexico.


The mission began its work on June 2 with a meeting with the Magistrates of the Superior Chamber of the Electoral Tribunal of the Judiciary of the Mexican Federation (TEPJF), which was chaired by José Luis Vargas Valdez, President of the TEPJF, and by Mónica Aralí Soto Fregoso, Magistrate of the Superior Chamber. It held a virtual dialogue on “Electoral justice in Mexico in context” with José de Jesús Orozco Henríquez, Researcher of the Institute of Legal Research of the National Autonomous University of Mexico, and also were informed on how the local public electoral entities functioned.


The following day, the mission received reports of the international missions and that of the Latin American experts on elections. Lorenzo Córdova, President of the National Electoral Institute (INE), and Mr. Vargas Valdez addressed them and they conversed with the electoral expert Jaime Rivera on the organization of elections in Mexico and the role of the INE.  


On June 5, Mr. Jáquez, Francisco Rosado, President of the State Commission of Elections of Puerto Rico (CEE), and Sofía Vincenzi, Coordinator of the Center for Electoral Promotion and Assistance (IIHR/CAPEL), met in private with Mr. Córdova. Later, in a meeting on “Election Day,” Martín Faz Mora explained how the polling places were set up and functioned and about electronic voting and Magistrate Janine Otálora spoke on universal voting. In a session on “Political rights of the citizens. Election parity and social inclusion,” Carla Humphrey and Norma de la Cruz lectured on gender parity and affirmative action; Ciro Murayama Rendón referred to “vote counting, the quick count and PREP,” which was moderated by Mr. Jáquez, and Mónica Soto Fregoso (Magistrate of the TEPJF) spoke on the equality of rights and political violence against women in a meeting moderated by Liza García, former President of the CEE and a member of the Association of Women Electoral Magistrates of America. 


On June 5, the mission met with representatives of the national political parties and received the electoral experts Eugenio Chicas, former President of the Supreme Electoral Tribunal of El Salvador, Eduardo Núñez and Erasmo Pinilla, former President of the Electoral Tribunal of Panama.


On election day, the mission was divided into groups that visited different polling places where the members observed the opening of the polls, inspected the security measures adopted in each of them, observed the voting and attended the counting of the ballots.


The members concluded the day by compiling information for the preliminary report that was presented by Mr. Jáquez to the presidents of the INE and the TEPJF.


Representing the Executive Secretariat of UNIORE, the Center for Electoral Promotion and Assistance, were its Coordinator, Sofía Vincenzi, and its international advisor, Tasheena Obando.
