UNIORE mission observes second round of presidential election in Peru

Lima, Peru. A mission of the Inter-American Union of Electoral Bodies (UNIORE), headed by Marcos Antonio Cruz García, President of the Superior Electoral Tribunal of the Dominican Republic and Co-President of UNIORE, observed the second round of the presidential election in Peru that was held on June 6, 2021.

The mission began its observation on June 3 with an introductory meeting led by Jorge Rodríguez, member of the National Jury of Elections (JNE), Piero Corvetto (National Head of the National Office of Electoral Processes (ONPE), Jorge Luis Salas, President of the JNE, and Carmen Velarde (National Head of the National Registry of Identification and Civil Status (RENIEC).

In a private meeting on the following day, the members of the mission analyzed the reports of the advance missions and the first round, held April 11. Later, Fernando Zapata and María Elena Tillit, both representing ONPE, explained the mecanism of the System of Automated Voting and the implementation of the seven sanitary protocols for the prevention of the Covid19 contagions.

On June 5, the members visited the polling centers to verify, among others, the transfer of the technological equipment. In addition, the head of the mission and José Thompson, IIHR Executive Director and the Center for Electoral Promotion and Assistance (CAPEL) met with the President of the JNE.

On election day, the mission was divided into four groups, which visited different voting centers where they observed the opening of polls, the voting and the counting of ballots.  At the end of the day, the members met to write a preliminary report that will be delivered to the electoral authorities of Peru. 

The mission was comprised of magistrates and staff of the Supreme Electoral Tribunal of Bolivia, the National Registry of Civil Status and the National Electoral Council of Colombia, the National Electoral Council of Ecuador, the Supreme Electoral Tribunal of El Salvador, the Supreme Electoral Tribunal of Guatemala, the Electoral Tribunal of Panama, the Central Electoral Board and the Superior Electoral Tribunal of the Dominican Republic, the Electoral Court of Uruguay, the National Electoral Council of Honduras and the State Commission of Elections of Puerto Rico and was joined by José Thompson and Andrea Tercero, Director and international advisor, respectively, of the Executive Secretariat of UNIORE, administered by CAPEL.
