XXXIV Conference of Association of Electoral Bodies of Central America and the Caribbean

Ciudad de Flores, Petén, Guatemala. The XXXIV Conference of the Association of Electoral Bodies of Central America and the Caribbean (Protocol of Tikal) met December 8-9, 2021 to discuss “Mechanisms of Inclusion for Political Participation.”


The event, inaugurated by the President of the Supreme Electoral Tribunal of the host country and José Thompson, Director of the Center for Electoral Promotion and Assistance (IIHR/CAPEL), Executive Secretariat of the Association, and Executive Director of the Inter-American Institute of Human Rights.


As part of the activity, homage was paid to the recently deceased founder of the Association by a lecture on “Electoral Bodies and their Relevance” and a “Remembrance of Jorge Mario García Laguardia,” which were given by Manuel Carrillo, Coordinator of International Affairs of the National Electoral Institute of Mexico.


Later, the Electoral Tribunal of Panama handed the Presidency pro tempore to the Supreme Electoral Tribunal of Guatemala.


The inaugural lecture “Mechanisms of Inclusion for Political Participation” was delivered by Salvador Romero. In the afternoon, the representatives of the electoral bodies of the Association presented their good practices with respect to the main theme of the Conference.


On the second day, Mr. Thompson presented the report of the Executive Secretariat and the representatives discussed matters related to topics of interest and signed final agreements directed to promoting actions to guarantee the mechanisms for inclusive political participation, horizontal cooperation and good practices in this area. The event concluded with a visit to Tikal National Park.  

Also participating in the activity on behalf of the Executive Secretariat were its Coordinator, Sofía Vincenzi, and its International Advisors, Andrea Tercero and Tasheena Obando.
