Quito, Ecuador. A mission of the Inter-American Union of Electoral Bodies (UNIORE) observed the second round of the presidential election of April 11. The mission began with a meeting on April 8 with the National Electoral Council (CNE) at which its President, Diana Atamaint, officially received the Head of Mission, Román Jáquez Liranzo, President of the Central Electoral Board of the Dominican Republic, the body that holds the Interim Presidency of UNIORE together with the Superior Electoral Tribunal of that same country. This was followed by the presentation of the UNIORE report on the first round and a conversation on “The Political Context of Ecuador at the Time of the Election.”
On its second day in Quito, the members met with the Contentious Electoral Tribunal, whose President, Arturo Cabrera, in addition to explaining the role of the institution, referred to the electoral environment, the political violence of gender and the status of the matters that the Tribunal is examining. At the same time, another group observed voting at home.
The members later attended meetings of the Technical Coordinates of Elections and the National Office of IT Security and Electoral Technological Projects. They also participated in a dialogue on “The Role of the Press in Elections,” which was led by the National Office of Legal Advice and met with political organizations.
On April 10, the mission attended various meetings, among which were that with the Director of Participación Ciudadana, Ruth Hidalgo, the National Technical Coordinates of Elections and Political Participation of the CNE and the National Council for the Equality of the Disabled.
On election day, the members were divided into groups that visited different points to observe the voting from the opening to the closing of the polling places, the counting of ballots and the transmission of the results. They later met to evaluate the day’s activities and to make their recommendations and comments that were then presented to the national electoral authorities.
The mission was comprised of representatives of the Supreme Electoral Tribunal of Bolivia, the National Electoral Council of Colombia, the Supreme Electoral Tribunals of El Salvador and Guatemala, the Central Electoral Board of the Dominican Republic, the Electoral Court of Uruguay, the National Electoral Council of Honduras and the State Commission of Elections of Puerto Rico. Representing IIHR/CAPEL, the Executive Secretariat of UNIORE, were Sofía Vincenzi, Coordinator, and Tasheena Obando, international advisor.
