Asunción, Paraguay. An international mission of the Inter-American Union of Electoral Bodies (UNIORE) visited Paraguay to observe the elections of mayors and members of municipal councils that were held on October 10, 2021.

On October 7, the mission met with the Ministers of the Superior Tribunal of Electoral Justice (TSJE); attended a talk on the Paraguayan electoral system, and interviewed the mayorality candidates of Asunción. The meetings with other candidates continued the following day; in the afternoon of the 7th, the mission attended a conference on “A Political Analysis of the 2021 Municipal Elections.”

On Saturday, October 9, after meeting to form groups and to distribute the routes for Sunday’s observation, the mission visited polling places to verify their components. On election day, the members went to voting centers as they opened to observe the ballotting. They also attended the closing of the voting and the counting of the votes. Later, they went to the Center for the Transmission of the Preliminary Results, located at the main TSJE headquarters, and visited the Center of Information and Electoral Monitoring.

The mission concluded with a session to evaluate the visit. Its observations and recommendations were included in a preliminary report that was delivered to the electoral authorities of Paraguay on October 11.
