Lima, Peru. A mission of the Inter-American Union of Electoral Bodies (UNIORE) visited Peru to observe the general elections held on April 11, 2021.
On April 8, the members of the mission attended a meeting organized by the National Jury of Elections (JNE) at which time they presented their credentials. They were welcomed by Jorge Salas Arenas, JNE President, and then heard presentations by Piero Corvetto (National Head of the National Office of Electoral Processes (ONPE), Carmen Velarde Koechlin (National Head of the National Registry of Identification and Civil Status (RENIEC), the Tribunal of Honor of the Electoral Ethical Pact, Lourdes Vargas Huamán (Secretary General of JNE) and the electoral expert, Fernando Tuesta.
The following day, José Thompson (Director of the IIHR amd the Center for Electoral Promotion and Assistance –IIHR/CAPEL- the Executive Secretariat of UNIORE) presented and gave an analysis of the report of the Advance Missions regarding preparations leading up to the elections. On Saturday, April 10, the delegation witnessed the distribution of materials and exchanged impressions with the electoral authorities. On April 11, election day, the members observed the voting from the opening to the closing of the polling places in different parts of the country. As is the custom, they then met to make their evaluations, recommendations and state their criteria of the event, which were included in a report that was presented to the electoral authorities of Peru.
The mission was headed by Marcos Cruz García, President of the Superior Electoral Tribunal of the Dominican Republic (TSE), the body that holds the Interim Presidency of UNIORE together with the Central Electoral Board (JCE), both of the Dominican Republic. He was joined by representatives of the Supreme Electoral Tirbunal of Bolivia, the National Registry of Civil Status and the National Electoral Council of Colombia, the Supreme Electoral Tribunals of El Salvador and Guatemala and the JCE and TSE. Representing IIHR/CAPEL were Mr. Thompson and Andrea Tercero, international advisor.
