San José, Costa Rica. The Second Special Meeting (Virtual) of the Protocol of Tikal, the purpose of which was to celebrate the 35th anniversary of the Association of Electoral Bodies of Central America and the Dominican Republic, took place March 17-18, 2021.
After the introduction of Sofía Vincenzi, Coordinator of the Center for Electoral Promotion and Assistance (IIHR-CAPEL), Executive Secretariat of the Association, Heriberto Araúz Sánchez, President of the Electoral Tribunal of Panama -the body currently holding the Presidency of the Association- welcomed the participants, who then received the remarks of José Thompson, Director of CAPEL, and Eduardo Valdés Escoffery, a Panamanian magistrate.
On October 17, the electoral representatives of Antigua and Barbuda, Costa Rica and Guatemala spoke. The following day, Sofía Vincenzi presented a brief summary of what was said during the first part of the meeting. She was followed by the presentations of the participants from the Dominican Republic, Jamaica, Nicaragua, Panama, Puerto Rico, and Santa Lucía. Both days featured plenary sessions, were closed by the Electoral Tribunal of Panama. The second day concluded with the conclusions and the assumed commitments, the follow up of which will be the responsibility of the Executive Secretariat.
