Santiago, Chile. On December 17, 2021, a Mission of International Visitors of the Inter-American Union of Electoral Bodies (UNIORE) began its observation of the second round of the presidential elections. The Mission was presided by María Elena Wapenka, Magistrate of the Superior Tribunal of Electoral Justice of Paraguay, and Sofía Vincenzi, Coordinator of the Center for Electoral Promotion and Assistance (IIHR/CAPEL), representing the UNIORE Executive Secretariat.
The first order of business was a meeting with high authorities of the Chilean electoral bodies – the Electoral Service and the Qualifying Tribunal of Elections. On December 18, the Mission received information on the context in which the elections were being held. In addition, Ms. Vincenzi was a member of the panel on “Elections in Times of a Pandemic: Horizontal Collaboration,” in which she was joined by the Secretary of the Executive Council of the Electoral Service.
As is the custom, on election day the Visitors broke into groups to verify the electoral process at different locations from the opening of the polls until their closing. They later met to make recommendations with respect to what they had observed.
