Asunción, Paraguay. On June 18, 2021, the Inter-American Union of Electoral Bodies (UNIORE) began its mission of observation of the June 21 internal party elections in Paraguay with a meeting with authorities and staff of the Superior Tribunal of Electoral Justice (TSJE), headed by its President, Jaime Bestard, where it was informed on developments regarding the election of municipal officials that will take place on October 10 of this year. Together with Minister María Elena Wapenka, it received reports from Dominick Ramírez on technological innovations, electronic voting, transmission of results and then on political financing. The members also toured the installations of the Tribunal.
The following day, the members visited polling places where they learned about the voting machines, the national training plan and the dissemination of information regarding the machines and policies on gender. On June 20, they made the traditional rounds to observe the voting, where they noted the application of the strict sanitary protocol and verified the functioning of the machines, which are an innovation in this field. At the end of the day, the members drew up their conclusions and recommendations, which were given to the electoral authorities in the form of a preliminary report.
The mission was chaired by Ana Paola Hall, President of the National Electoral Council of Honduras, and comprised of delegates of the electoral bodies of Honduras, the Dominican Republic and Ecuador. Sofía Vincenzi represented the Executive Secretariat of UNIORE, the Center for Electoral Promotion and Assistance (IIDH/CAPEL), its Coordinator.
