San José, Costa Rica. The XIII Specialized Course for State Officials on the Use of the Inter-American System for the Protection of Human Rights was virtually inaugurated on October 15, 2020.
The opening ceremony consisted of a welcome by Natalia Arce and Jorge Padilla, IIHR officials in charge of the Course, and the remarks of the IIHR Executive Director, José Thompson and Gro Dhale, Representative of the Embassy of Norwega, the government of which sponsored the Course.
The inaugural lecture “The Inter-American System for the Protection of Human Rights in the Framework of the Evolution of the International Protection of Human Rights” was given by Prof. Claudio Grossman, IIHR President.
During five weeks, the participants studied the following topics: Introduction to the organs of the System: the Inter-American Commission and Court of Human Rights; control of conventionality; public policies with a focus on human rights; perspective of gender and a differential focus, and international norms on human rights in the context of COVID-19.
Participating in the XIII Course were 33 officials from 11 countries of the region. The Course is held annually by the IIHR, in collaboration with the Inter-American Commission and Court.
