Course on Inter-American System of Human Rights for State officials

Asunción, Paraguay. During the week of October 24, 2016, 120 participants, including prosecutors, members of the specialized units for human rights, human trafficking and anti-kidnapping, staff of the Human Rights Office, the Ministry of Justice and judges and staff of the Supreme Court attended the “First Specialized Course for State Officials on the Use of the Inter-American System for the Protection of Human Rights.” The opening session was presided over by the Chief Prosecutor, Javier Díaz Verón, an official of the Center for Training of the Ministry, Ricardo Merlo, the President of the Supreme Court, Alicia Pucheta and the IIHR Representative, Soledad García Muñoz, the organizer and academic director of the Course, who urged the participants to take maximum advantage of the experience by daily applying what has been learned.

During the week, the participants studied the international law of human rights, the organs of the inter-American system –Commission and Court- their key cases, friendly settlements and jurisprudence regarding Paraguay, their implementation, reparations and the advances and challenges of the system; the international responsibility of the State; the inter-action, good practices and lessons-learnt relating to the international systems of protection, control of conventionality, access to justice of vulnerable populations and gender and diversity. The Course also included a phase of case studies. The academic program was carried out by a group of specialists, among them the IIHR Executive Director, José Thompson, Mrs. García and the Coordinator of the IIHR Center of Resources and Studies for Education in Human Rights, Jorge Padilla.  

The Course, the first of its kind in Paraguay, was based on that which has been held over the years in San José, Costa Rica and was made possible by an agreement between the IIHR and the Ministry through the IIHR Regional Office. It had the support of IIHR staff from Costa Rica, Brazil and Uruguay, the Center for Training and the Office of the Supreme Court.
