Montevideo, Uruguay. The Second Course for Designing Training Programs for High-Level Electoral Personnel, jointly organized by the Spanish Ministry of the Interior, the National Electoral Institute of Mexico and the Center for Electoral Promotion and Assistance (IIHR/CAPEL), Executive Secretariat of the Association of Electoral Bodies of the hemisphere, was held December 5-9, 2016.
The participating delegations of the electoral bodies of Uruguay, Mexico, Bolivia, Paraguay, Costa Rica, Chile, Colombia and Peru carried out theoretical and practical activities on the central theme of the event. Tasheena Obando, of IIHH/CAPEL, spoke on the “Process of the Compilation of Information on the Current Situation of the Training of High-Level Electoral Personnel of the Electoral Bodies of UNIORE,” which was preceded by the presentation of the main conclusions of the First Course, held in Antigua Guatemala in 2014.
The following days were devoted to the presentation of training programs of the participating bodies and round tables to determine progress, weaknesses and aspects that can be improved. This information was utilized to identify good practices and to discuss the possibility of utilizing technology to overcome the obstacles. The event concluded on December 9 with the adoption of conclusions and the steps to be taken in the future.
One of the purposes of the Course was to increase the capacity for the continuous innovation of the methodologies, tools and design of the training programs of electoral bodies; the identification of good practices developed by those bodies for their application in other countries, if so desired; improving capacities and knowledge of the design, putting into practice and evaluation of strategic plans and programs for training high-level electoral personnel.
