San José, Costa Rica. The IIHR’s Center for Electoral Promotion and Assistance (CAPEL) and the National Office of Electoral Processes of Peru (ONPE) signed an Ageement of Interinstitutional Cooperation, the purpose of which is to “identify and promote projects, programs and actions that facilitate the evaluation of the technico-administrative advances and innovations in order to strengthen and to make current organizational and institutional practices in the electoral field.” The joint activities, both technical and academic, will seek to strengthen institutions and, thus, democracy in Peru.
For its part, CAPEL, based on its observation of elections, will provide technical recommendations to improve ONPE management of organizing elections and will offer ways to implement safe methods of voting to guarantee the right to vote of the citizenry.
The organizations were represented by José Thompson (Director of CAPEL) and Manuel Cox (Head of ONPE).
