UNIORE mission observes congressional elections in Peru

Lima, Peru. A mission of the Inter-American Union of Electoral Bodies (UNIORE) observed the Special Congressional Elections that were held on January 26, 2020. The January 23rd ceremony inaugurating the mission was led by Víctor Ticona, President of the National Jury of Elections (JNE), together with the other members of that body.


The head of the mission, Hernán Penagos, President of the National Electoral Council of Colombia (on the right), and the IIHR Executive Director then presented the report containing the findings and recommendations of the Advanced Technical Missions of November and December, 2019. Among the most important suggestions were: “a) the importance of increasing dissemination and education in electoral matters, preferably in a coordinated manner” and a relevant finding, the “significant progress in implementing the activities of the organization of the elections.”  

The members of the mission witnessed the delivery of the election materials, the testing of the electronic voting and attended lectures on oversight, civic education, innovation and the context and particularities of these elections. The high point was the observation of the voting on the 26th when the mission broke into groups to visit different polling places. The comments and recommendations of the mission will be presented in a report that will be adopted at the end of the mission and that will be presented to the electoral authorities of the country.

The observation mission, comprised of 29 Magistrates and staff of 17 electoral bodies from 13 countries, were joined by José Thompson, Sofía Vincenzi and Tasheena Obando, Director, Coordinator and international adviser, respectively, of the Center for Electoral Promotion and Assistance (IIHR/CAPEL), Executive Secretariat of UNIORE.
