Guatemala City. June 16, 2019 was election day in Guatemala to choose a president, members of Congress and municipality officials. The Inter-American Union of Electoral Bodies (UNIORE), at the invitation of the Supreme Electoral Tribunal and under the leadership of Eugenia Zamora, a Magistrate of the Supreme Electoral Tribunal of Costa Rica, observed the election.
The mission was comprised of 44 magistrates and staff of the UNIORE member bodies of Antigua and Barbuda, Bolivia, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Puerto Rico and Saint Lucía. Representing the UNIORE Executive Secretariat, which is exercised by the Center for Electoral Promotion and Assistance (IIHR/CAPEL), were its Director, José Thompson, the Coordinator of Operations, Sofía Vincenzi, and staff member Tasheena Obando.
The agenda included several meetings to learn the characteristics of the electoral system and the legal reforms of 2016 and their implementation. On election day, the mission split into groups to visit different polling places from their opening to their closing.
The members of the mission then met to make their observations and recommendations, which will be presented in a report to the Supreme Electoral Tribunal of Guatemala.
