UNIORE mission observes presidential election in El Salvador

San Salvador, El Salvador. A mission of the Inter-American Union of Electoral Bodies (UNIORE), invited by the Supreme Electoral Tribunal (TSE), visited El Salvador to observe the presidential election that took place on February 3, 2019.


The members of the mission met with the electoral authorities and officials from other sectors to exchange information during the day prior to the election. These meetings enabled the members to understand the political, economic and social context of the election, as well as that concerning the provisional electoral entities located in the departments and municipalities, the polling places both within and outside the country and the system of transmitting and processing the preliminary results.


On election day, the mission was divided into groups that traveled to different areas to observe the voting. It then held a meeting of evaluation that formed the basis of the report, with its observations and recommendations, that was presented to the TSE.

The mission, comprised of some thirty magistrates and staff of the UNIORE member bodies, was headed by Julio César Castaños Guzmán, President of the Central Electoral Board of the Dominican Republic. The Executive Secretariat of the regional network, the Center for Electoral Promotion and Assistance (IIHR/CAPEL), was represented by its Director, José Thompson, the Coordinator of Operations, Sofía Vincenzi, and the international advisor, Tasheena Obando.
