Supreme Electoral Tribunal of Honduras and UNIORE sign Memorandum of Understanding

Tegucigalpa, Honduras. An advance mission of the Inter-American Union of Electoral Bodies (UNIORE) visited Honduras during the period November 7-10, 2017 at the invitation of the Supreme Electoral Tribunal (TSE). At its meetings with the full Tribunal, the members of the mission were acquainted with the different phases of the lead-up to the general elections on November 26, such as the legal framework, the organization of the different stages and the current situation.


The high point of the activity was the signing of a Memorandum of Understanding between the full Tribunal and UNIORE, represented by their respective presidents, David Matamoros Batson and María Elena Wapenka, of the Superior Tribunal of Electoral Justice of Paraguay. The Memorandum formalized the commitment of UNIORE to send a mission to observe the voting, the tallying of the votes and the announcing of the results of the general elections of November 26, which will be impartial, objective and independent. UNIORE will then, as usual, present a report with technical recommendations to strengthen the work of the TSE. The Director of IIHR/CAPEL, José Thompson, spoke at the signing.

The mission was comprised of Mrs. Wapenka, Yolima Carrillo (Magistrate of the National Electoral Council of Colombia), Manuel Carrillo (Coordinator of International Affairs of the INE of Mexico), Karen Pfannl (staff member of the Superior Tribunal of Electoral Justice of Paraguay) and, representing the Center for Electoral Promotion and Assistance (IIHR/CAPEL), Executive Secretariat of UNIORE, Mr. Thompson and Sofía Vincenzi, Coordinator of Operations.
