San José, Costa Rica. On October 8, 2020, the members of the Advance Mission of the Inter-American Union of Electoral Bodies (UNIORE) addressed matters related to information technology, biometric voting rolls and out-of-country voting with respect to the general elections of October 18 in Bolivia.
Participating were María Angélica Ruiz Vaca Diez (Vice President of the Supreme Electoral Tribunal of Bolivia); representing the presidency of UNIORE, Alberto Guevara and Julián Sánchez (of the Electoral Tribunal of the Judiciary of the Federation of Mexico) and Manuel Carrillo (Coordinator of International Affairs of the National Electoral Institute of Mexico), accompanied by Yara Campo (Alternate Magistrate of the Electoral Tribunal of Panama), Pamela San Martín (Technical Secretary of the Mission), Fausto von Streber (Office of Technology of the Superior Tribunal of Electoral Justice of Paraguay), Bernardo Pachas (General Director of the National Registry of Identification and Civil Status of Peru) and Ricardo Saavedra (Office of Technology of the National Office of Elections of Peru).
Representing the Center for Electoral Promotion and Assistance (IIHR/CAPEL), Executive Secretariat of UNIORE, were Sofía Vincenzi (Coordinator), Tasheena Obando and Andrea Tercero (international advisors) and Dennis Cascante (former Director of Information Technology of the Supreme Tribunal of Elelctions of Costa Rica).
