Mission and Strategy

Institutional Mission

To promote and strengthen respect for the human rights enshrined in the American Convention on Human Rights and other treaties of the inter-American system. To contribute to the consolidation of democracy through education, research, political mediation, training programs, technical assistance and the dissemination of knowledge on the human rights doctrine through specialized publications. Its actions are based on the principles of representative democracy, rule of law, ideological pluralism and respect for fundamental rights and freedoms. The IIHR collaborates with the Inter-American Court of Human Rights and the Inter-American Commission on Human Rights, and works with all sectors of civil society and the State in the countries of the hemisphere, as well as with international organizations, especially the Organization of American States.

Strategy

Since 2001 the IIHR has been a pacesetter in positioning education in human rights (EHR) as a human right within the inter-American system and has established pedagogical components to be used in public education. These efforts may be considered one of its major achievements.

A concrete result is an Inter-American Covenant on Human Rights Education, a unique document adopted in Lima in 2010 by the OAS, on the right to education as part of human rights in the Americas. In addition, the IIHR focus on human rights from the point of view of poverty represents a milestone for dealing with this problem from an ethical and juridical perspective that goes beyond traditional socio-economic considerations and takes it to the realm of human rights, especially economic, social and cultural rights.

The Strategic Framework 2011-2014: Education as the key to a democratic future assumes the challenge to adopt these approaches so as to be compatible with the urgency and the trends of the times without renouncing the original mandate of the IIHR, by emphasizing the values behind education in human rights. This common framework will be the central and guiding element of all IIHR operations directed towards the foundation of EHR, contained in the Inter-American Covenant.

With the Strategic Framework 2011-2014, the IIHR hopes to make the transition towards its future, reaffirming our inter-American identity in human rights. In order to achieve this, we are counting on strengthening our vision and regional activities, consolidating our strategic alliances, improving our educational and training services and, given our result-based management, optimizing our contribution to the development of educational conditions for the exercise of the right to a life with dignity and the human rights of the excluded and relegated populations living in extreme poverty in the Americas.
