Ms. Sonia Picado elected Chair of the Advisory Board on Human Security (ABHS)

New York - 13 April 2011 - The Advisory Board on Human Security (ABHS) convened its tenth meeting in New York on 11 and 12 April 2011. The Board took this opportunity to review its activities since its inception in 2003 and to thank Mrs. Sadako Ogata for her leadership as the Chair of the ABHS and the co-Chair of the Commission on Human Security. 
 
Mrs. Ogata has been a pioneer in the development and the promotion of the notion of human security and in particular in ensuring its application to instances of human insecurity on the ground. Furthermore, under Mrs. Ogata's leadership, the Advisory Board has played a seminal role in translating the recommendations of the Commission on Human Security into concrete policies and actions.
  
This has been instrumental in disseminating and making the notion of human security more widely accepted within the United Nations, among regional organizations, and by civil society and academia.
 
Through projects funded by the UN Trust Fund for Human Security, the human security notion as articulated by the Board has been put into practice and has shown its relevance and added value in addressing the challenges of the last decade and the emerging threats of the current century. Review of projects has revealed the advantages of the people-centered, multi-sectoral and integrated approach embodied in the notion of human security.
 
Emphasizing new challenges, the Board recognized the ever-growing relevance of the human security notion to a wide range of issues threatening the survival, livelihood and dignity of people around the globe.
 
Moreover, in reflecting on the earthquake and the tsunami in Japan, the Board acknowledged and commended the resilience shown by the Government and the people of Japan. The Board also reviewed recent developments in North Africa and the Middle East from the viewpoint of human security.
 
The Board welcomed Ms. Sonia Picado as the new Chair of the ABHS and requested Mrs. Ogata to stay on as the Honorary Chair of the ABHS.

Ms. Sonia Picado is the President of the Inter-American Institute of Human Rights. She is a former member of Legislative Assembly of Costa Rica from San José and the former President of the National Liberation Party. In 1999, she led the International Commission of Inquiry on East Timor to study human rights situations there and presented the report to the United Nations High Commissioner for Human Rights. She was the Costa Rican Ambassador to the United States from 1994 to 1998 and the Executive Director of the Inter-American Institute of Human Rights from 1984 to 1994. During 1988 to 1994, she also served as Judge and Vice-Chair of the Inter-American Court of Human Rights. Ms. Picado was a recipient of the United Nations Human Rights Award in 1993.
 
 
The Advisory Board on Human Security is an independent body composed of members selected for their interest and dedication to human security issues. The Board provides broad guidance to the UN Secretariat in the management of the UN Trust Fund for Human Security. Furthermore, the Board promotes the conclusions and recommendations of the Commission on Human Security and works to further develop the notion of human security for the benefit of the Trust Fund and also for the wider international community.
